I decided to go around this and emailed every politician I can find that is in an Illinois voted office, local, state, and federal. Got tons of responses and finally one from my state rep apologizing. 2 weeks later I now have my CCL. I applied for a FOID address change March 13th, and my CCL in July. I finally was approved December 30th.
